Data Culture for the Workforce

Purpose

The Data Culture for the Workforce Working Group was established by the CDO Council in 2024. The working group combined efforts of the previous Data Skills and Workforce Development Working Group and the Data Ethics and Equity Working Group. The purpose of the Data Culture for the Workforce Working Group is to support Federal agencies’ development and implementation of data skills & workforce development with broad sponsorship of ethical and equitable data skills awareness through the Federal data community.

  • Broaden Agency resources for skills training, to include data ethics and equity training opportunities;
  • Facilitate the Council’s ability to deliver value to CDOs and their stakeholders in order to improve the efficiency and effectiveness of data skills & workforce development efforts;
  • Enable effective and proactive communications between and among Council members, working groups, and committees;
  • Foster a vibrant community of council members through networking and sharing experiences related to ethics and equity, data skills, and workforce development efforts;
  • Focus on sponsoring continuous and competency based data skills and workforce development, resulting in improving data ethics, data equity, and data acumen and closing data skills/development gaps

  • This focus area delivers value to the Council, CDOs and their stakeholders by improving the efficiency and effectiveness of proven data culture and workforce development efforts of Federal agencies throughout government. Additionally, the actions of the working group primarily support the Council’s goals to “Strengthen and empower the Federal workforce in the use of data” and “Professionalize the CDO Function”.
  • The Data Culture for the Workforce working group aims to support actionable, ongoing and competency based data skills and workforce development, resulting in improving ethical and equitable data acumen and closing skills/development gaps to successfully cross-collaborate across government.
